Mayor Ted Wheeler said the city's been getting the word out since May 22, but Blanchet House and homeless people contacted by KGW were either unaware of the timeline, the rules, or both. Enforcement is likely to be selective for the time being.

To be realistic, the city needs to recognize the reasons why some on the streets would not prefer a shelter over living in a tent on the street. A range of shelter formats should be considered, beyond the traditional formats. We have tons of empty commercial and industrial real estate. Simply being able to be indoors and protected from the elements, even if you're still living inside a tent, would be preferable for many. It would be very cost effective to rapidly repurpose some empty buildings for indoor tent camps - the most important thing would be staffing the shelter for supervision and security. Toilets, running water, wifi, electricity, and other basic amenities would make such indoor camp shelters preferable to the street. So, we don't need to set the bar very high and could clean up the city AND improve the lives of the unsheltered with much less taxpayer money. Long term solutions are still needed, but cities like Portland can't afford to wait while people are living on the streets. Excuses for continued inaction on this issue are not acceptable.

I've suggested this a few times, too. The only real roadblock is that the empty buildings are still owned by someone, so the city would have to get compliance, agree on a rent price for property use, and draft waivers of liability and all the other legal stuff needed to get something like that done. You'd probably also have to dangle carrots like tax-breaks and such. Also, the cost of just maintaining plumbing. electricity, security etc. needed to meet the basic amenities would be coming from the pockets of the city. And before you maintain all the utilities, you have to spend on things like assessing stuctural integrity of the building, whether or not the utilities are even functioning, and so on. Property assessment, basically. All of that costs money That means more (and thus higher) taxes. (And to be sure, property assessment will be a long and labourous endeavour. The city does not want a couple hundred homeless people dying all at once because a taxpayer-funded shelter collapsed on them.) I think it's a good idea, but it would be naive to think it would somehow decrease the tax burden on the taxpayer. It would substantially increase the tax burden.

a better name is Portland's "make it Gresham's problem now" program. Just like how Portland solved the meth crisis in the early 2000's.

It is just sad that two young people who have their whole life ahead living in filth. And even with facing jail time they have to think about it. I worry how Portland is going to clean up this city when twenty year olds would rather go to jail then take shelter. She doesn't want to be separated from her boyfriend and dog, but I am pretty sure that jail is going to separate them.

I agree with you totally. I hope they will all be able to be together and find a home for all 3 of those beautiful 2 people and their pup dog. Which is their main part of life, in my opinion.

they will just let the police push them into Gresham just like they did to "solve" the meth problem Portland had in the 2000's.

More political posturing in an election year. Defunded, understaffed PPB will be allocated away from crime and violence if the city and county are serious about this. Which they are not.

More revolving doors, and uncollectable fines to waste police time? How about having a police cruiser follow Mayor Lightwheeler and the city council going camp-to-camp to arrest people, getting some real-life homeless experience, to glue on their policies? Council members handing out the fines, and later going to collect them, would make for some great reality TV shows.

Finally ! Take our Streets Back ! Vagrency has always been against the law ! No need to Jail them remove them from the area of Taxpayers homes ,parks and streets ! We the Tax payers are not allowed to sleep or camp any where we would like either.

There’s no shelter for dogs because they bark all night long. Nobody would sleep within a block or six of them dogs. Nobody wants to be driven crazy or have their cats mauled either.

I've noticed a lot of homeless people have smartphones. I'm guessing those phones were attained from Oregon LifeLine or other state/local programme. So can't the government just mass-text the rules to all of the people on the LifeLine list with active phones? Some people getting the LifeLine service definitely aren't homeless, but it's just a text. If they aren't homeless they can ignore it. But if they are homeless, they can be informed of the camping ban.

That appears nowhere in the constitution. In fact, it was purposefully worded for us to be SELF SUFFICIENT. Right to life, Liberty and the PURSUIT of happiness. It’s not a guarantee. We work for it.

What have we liberals done to the West Coast? Called loosely: ' Is west coast liberalism more focused on ideology rather than results?' Writer Nicolas Kristof focused in on PDX in an interview w/Morning Joe on msnbc this morning. He bemoaned how we are among the worst when it comes to the Issues of Homelessness & Mental Health Issues. Is this true? Discuss among yourselves.

Well, i just had to take the night off last night. So, to follow up: I don't think its fair to blame "the Liberals" for our hi rates of homelessness & mental health problems? I'd say BOTH Parties are to blame! But something definitely needs be done, because we ARE among the highest in the Country, with BOTH! TBC ....
