It depends a lot on the selection and lineage of the dog, the best livestock guard dogs are dogs that act in perimeter defense, unfortunately many LGD dogs in North America are being selected with a high hunting drive and this creates a dog that ends up preying on the predator, the wolf that is not stupid learned to deal with these dogs with bad selection, for example, the wolf comes and pretends to catch a sheep, the dogs run after the wolf, the last dog will be ambushed by the other wolves that they will be waiting for him, then the wolves catch and kill the dog, the wolves realized that it is easier to kill the dog than a sheep, goat or cow, if you see lgd dogs from a good selection they act in perimeter defense, when the wolf comes the dogs run after the wolf but they chase the wolf up to a certain distance, beyond the perimeter the dogs no longer chase the wolf

Reintroduction isn't really the issue. The fact that the ranchers may not hunt them, or even kill them once they are on the property, is the bigger problem. A wolf could be gutting livestock in front of the rancher, and he can't touch the wolf.

Your solution doubles the burden on the ranchers: First, they have to deal with the wolves destroying their livestock, second, the ranchers have to deal with the extra costs of securing the livestock because the government has tied their hands.

That is BS, It is not too restore ecosystems and natural balance. There is no such thing as natural balance. There is Boom and Bust wolf and their prey cycles. Wolves wipe out everything then starve down to nothing. The Prey comes back and the whole cycle starts all over again. No room for game management.
