It depends on the ship you want to destroy. AP shells for BBs deals heavy damage to Cruisers and BBs. But for DDs it will just deal less damage. HE shells are mostly useful when punishing DDs. But for CLs and CAs use AP when dealing with DDs. It'll deal heavy damage.
