the "B" is like the "E" for Star Platinum the World (part 6) it's because he can't use is power endlessly, Do not believe the stats' for proof the 'C' in Power of Soft & Wet is not consistent, we see Soft & Wet destroy a reinforced concrete wall easily in Kira's apartment in part 8 (exactly like the Josuke of part 4 in his house against Angelo)

If we are talking pure stands (no BTD, no Stray Cats), then the victory belongs to JJL's KQ. It does almost exactly the same thing, except it has significantly higher range with its bubbles and it can control the size and movements of SHA.

One thing that bugs me is, it is said that the bubbles from soft and wet were part of Kira's stand, but Josefumi had bubbles too. If you check the chapter when he is giving Kira bits of the Locacaca fruit to eat.
