Simple fact: 1. Bhartiye Sarkar is "importing" 36 "war ready" Rafale aircraft from the French Government. There is no third party involvement in this. No part of the aircraft will be manufactured in India, nor any Indian company would provide maintenance. [ The rules followed by the Government is written in Defence Procurement Procedure, year 2013, Chapter 1, para 71, titled Inter Governmental Agreement/IGA] 2. The Government of India has divulged the cost of the basic aircraft to be Rs. 670 crores per aircraft at least 6 times in the Parliament. The Government of India is not divulging the bifurcated cost of the aircraft, A, due to security reasons; B, due to India-France secrecy agreement, 2008. So if Indian Government leaks any information, it would then land into an international dispute with the French Government. 3. When Indian Government imports a military hardware from a foreign company, say, for Rs. X, then that foreign company has to "invest into" or "purchase components from" Indian industry, of amount worth 50% of the amount of Indian Government's payment for the purchase, i.e., Rs. X/2, keeping its business interests in mind. That foreign company chooses multiple Indian companies for his investment, or purchase of some component or service, again, keeping its business interest in mind. These companies are called that foreign companies offset. The Government of India does not make any commercial decision for the foreign company; it chooses these companies on his own. The aim of the government is that half the amount spent on the Military purchase, should be invested in India by that Aviation giant with technology transfers, with multiple partnerships, to boost the MSME, Industrial sector. The Government of India has no say in which private company that foreign company shall invest in. That is the foreign company's prerogative, essential for his own survival. [Rule mentioned, DPP, 2016, Chapter 2, Appendix D, para 4.3] So in this case, the foreign company, Dassault, has chosen 72 -100 Indian offset partners for his investment of Rs. 29thousand crores. That means on an average Dassault will be investing Rs. 300 -400 crores per company. With DRDO, a psu, Dassault is investing maximum amount = ~ Rs. 9000crores. With Reliance, Dassault is investing Rs. 800~crores; similarly with other 70 -100 companies Other companies names are: L&T, Kinetic, Mahindra, Godrej, Samtel, HAL, etc. 4. How are these aircraft better than the UPA era 126 aircraft tender? First, it was a tender - not a deal. It was not signed. Cost of the tender increases with time. Second, of 126 MMRCA, 18 AIRCRAFT were to be imported, while 108 were to be manufactured with HAL only after issuing licence production to HAL. No license was issued to HAL; the foreign company, Dassault, did not want to take responsibility (and guarantees) of the 108 aircraft that were to be manufactured with HAL. Third, since neither the 18, nor the 108 go through, as the tender had become economically non viable for the country, it was scrapped. An emergency was created due to no purchase being made in 13-14 years, the existing aircraft were retiring. Only way forward was to issue a fresh tender that would have consumed another 10 years, and some emergency purchase of aircraft to be done within 3 years. The aircraft are not available off the shelf. Fourth, now this 18+108 was reconfigured by this government and instead of 18 to be imported, 36 are now to be imported as an emergency. And, instead of 108 aircraft that were to be made with HAL; the government is about to issue a fresh tender of 110+ Aircraft under make in India with HAL, others. Fifth, in addition to the basic aircraft, Indian Government has managed maintenance of all 36 aircraft (earlier the maintenance was for only 18 aircraft); ample spares, the weaponry and its adequate stock (not there before), Performance Based Logistics (not there before), guarantees for all 36 aircraft (earlier it was only for 18 out of 126 aircraft), and war readiness of at least 75% of 36 aircraft at all times [That means, there will be 2 crews of Dassault Aviation, French experts, living next to the airbase always available for the service.] - This was not there before. In addition, the aircraft will have the ability to use any other Indian Missile system - all have been integrated with the system.And, on top of it, the aircraft can also deliver nuclear cargo at an appropriate location. [This is a huge development, and one must know, India is not a member of Nuclear Suppliers Group/NSG; yet, France has agreed to give this critical technology in good faith. Now one can imagine how important it is for India and France to ensure no information is leaked] Now, what are the lies that were being spread? A. HAL was thrown out; Ambani was given contract. Supreme Court has also agreed the fact that the Government do not make selection of the vendors offset partners. It is the vendor who decides where he would be investing.[ I have quoted the Rule] It is the vendor's loss if his Indian partner is found to be a non-performer. HAL was never a part of the aircraft to be bought in fly-away condition. How can HAL be involved when the aircraft are being imported?! Anil Ambani is one among 100 such Indian companies. Indian Government do not make choices for foreign vendor's offset. B Price rise. It is again a lie. With yearly cost escalation, and the unattended tender, the cost of the previous 126 MMRCA rose so high that it would have been criminal to pursue that tender. C.
