Each spell advantages a different playstyle. Starshard helps against sustain teams with healers. It does more damage the higher the enemy healthbar is. It also helps your Scarlita or Dionel get early executes. The flamespark is for targetted assasinations. Anyone who uses Vala should use flamespark to ensure they get an early kill off whomever they are targeting.

Also, I don't think many people know the difference between haste and attack speed. Some heroes like Dionel and Marilee do not benefit from haste at all, while Smokie and Florabelle do not benefit from attack speed at all.
