I was hoping MWaveShaper could edit the shape of a single wave (transient), so that a clip with only one or two spikes could be adjusted, without the use of a compressor or limiter, after which the entire clip could be amplified without distortion. If MWaveShaper cannot do this and shapes all the transients in an audio track, it then should be called WavesShaper. Am I mistaken, and the plug-in actually can shape a section of a waveform?

A regular waveshaper doesn't separate sections from the signal in the time domain. It's completely static, so it affects everything the same way at all times. It's only dependant on the present volume, and doesn't care if it's a transient or not. What you're looking for is dynamic waveshaper, which adds the time domain to the process.

It's a freebie beta called "Dust Analyser". The Melda plugins all have great metering built in though, plus the free suite includes an oscilloscope.
