Congratulations on getting it working as well as you have! About open source PDKs, I think the old Mosis ones would count: I was able to get them without any NDAs back then and many chips were actually made with them. They were 2µm or older processes, however, so I would agree that the Skywater is the first open source manufacturable submicron PDK.
