Super Animator: Ken`ichi Yoshida (吉田健一).
Kenichi Yoshida's training at Ghibli made his animation represent very smooth, consistent, and fairly clean motion.
When it comes to action animation, he adds some internal and external speed lines of the object or character that approaches the screen, these lines can vary their color depending on what is moving, he also does some fairly light smears to maintain the consistency so characteristic of his work. He also tends to change the shape of the shading when an object or character gets too close to the screen in the speed simulation, making blocky shading with some spikes, while also often adding shading in the form of speedlines.
We can say that Yoshida is a master at animating Character Acting, Mechanical Animation and Vehicle Animation.
In the character animation he presents a precise, quite smooth and extremely consistent work, he knows how to represent well the weight in the actions of the characters and the three-dimensionality is present in his drawings.
Seeing as what characterizes Yoshida is smooth movement and consistency, it is not surprising that he can represent that in his mechanical and vehicle animation as well.
His mechanical animation is usually complex and detailed, he uses shading quite well to represent the three-dimensionality of the mechanical parts and also does a lot of rotations, showing a high capacity to understand what he is animating and how he should move it.
His vehicle animation is quite similar to his mechanical animation, as it maintains the core elements of his work. In this type of animation he also usually does impeccable and dynamic Background Animation, with exact timing so that the progress feels very smooth (in fact it is very similar to Hiroyuki Okiura's Background Animation).
He represents the acceleration of vehicles quite well, as well as the natural movement when they brake at high speeds with their respective shedding. He can simplify the design of the super complex design and move it freely, while he can also keep said design impeccable yet move it freely.
Despite not having many animated sequences since he has focused a lot on being a character designer and animation director, his few works as an animator are very remarkable.

What is Sakuga?
Sakuga (作画) literally means drawing.
It is not something specific like "super spectacular animation", but the term is used to define a well animated sequence and that's it, good animation.
Animation is fundamentally movement, so a sequence with good movement is already good animation / sakuga, the effects and uses of cinematography are only added to the base.
