Architect of Pakistan’s nuclear programme, Zulfikar Ali Bhutto, hanged this day 44 yrs ago, “achieved” much, good and bad in his 51 years. He talked democracy but became a dictator. Then there is the tragic dynasty he spawned. In Ep 1206 of Cut The Clutter, Editor-in-Chief Shekhar Gupta discusses the life of Bhutto, who died on 4 April 1979.

Shekhar missed out on an important point that Zulfiqar's mother was Hindu Gujarati, who converted to Islam before her marriage to Zulfiqar's dad.

How many of you agree with me in that Shekhar should now on 'de-focus' from analyzing contemporary affairs and spend his energy on creating a series of videos on geopolitics and 20th century political history especially of the subcontinent? That will be a collector's item! He is at that stage in career with the wealth of knowledge and amazingly mature yet entertaining story telling skills. Moreover, he is at his best while doing these. There are many others in Print and beyond to do the mundane right now politics but none stands a shade in front of Shekhar in his strong domains. Truly remarkable!

The first step in any long-term conflict is to understand the enemy well. Mr. Gupta is doing a great service by educating the younger generation of India about Pakistan's polity and history. Education might also elicit empathy for your enemy, which I feel will be the most important step in crushing the worst part of your adversary while retaining the good.

@Football-Pundit He was born to a Hindu mother, went to Christian convents in Mumbai for schooling, attended British and American universities but still carried immense hatred for India and Hindus in particular. Nothing can pacify an Islamist, nothing can quench their thirst for blood.

​@Abhinav he was a politician and a populist who was highly educated. Anti-India rhetoric made him and his family very rich and gave his dynasty immense power. Sure, he was an Islamist, but that was not the only factor here. If you think in absolutes and dismiss the motives of an impactful historical figure with a single word/ideology, you will miss out on the nuances of the situation. Which in turn will give you zero insights that might have provided a strategic edge.

You are insisting that he was trying to gain popularity and legitimacy by coming across anti-Hindu/anti-India. Similar, arguments can be extended to Jinnah, Zia, Musharaff, etc. At the same time, lndian left insists that the Pakistani people are pluralistic and open minded and it's the politicians who are to be blamed. I think both Pakistani populace as well as their leaders have harbored extreme Hindu hatred irrespective of their financial background, education and upbringing. I hope we are not missing forest for the trees.

Wonderful CTC episode. I legit thought you would end it with that hilarious anecdote about Bhutto that I read in Tilak Devasher’s book. When his opponents ridiculed him for his love for alcohol, he said in a rally “ Yes I drink alcohol .. but you drink the blood of people”… to which the crowd yelled “Jiye Bhutto… Piye Bhutto”!! Cracks me up every time I hear this!

There are many such anecdotes about him. It's difficult to know what is authentic or folklore or urban legend. I'm more inclined to believe even this one is folklore...at least the second part, which is supposedly the crowd response. However, Bhutto was quite a colourful and lively speaker and often used expletives. I think if you Google, you will find some of the speeches on KZfaq. One thing that SG missed was that Benazir Bhutto and her husband got Murtuza Bhutto killed. She was the PM at the time and Murtuza was challenging her politically. It was never proven but Murtuzas daughter Fatima openly says that it was her aunt who got her father killed!

Zulfiqar Bhutto was responsible for killing thousands of Hindus in Sindh through religious rioting. He started with K2 idea , later his daughter continued with similar Hindu killings and promised 1000 year war against Hindus. Bilawal continues with similar attacks on Hindus but now there are few left. He however fears that INDIA of now is being run on Veer Savarkar ideology and that retaliation against attacks on 🇮🇳 will be bigger and worse.

"Islamic Civilization" did not get defeated by Hindus, Jews or even Christians. It was the secularists that created the industrial revolution in Europe and allowed European domination over the Muslim world, giving power, education and weaponry to Hindus and Jews that allowed them to rise over the Muslims. We have not done well since, but as you know the present day isn't an indication for the future. I don't think we should however envision a polarized world in a growing globalized world where every side claims human ethics.

I don't think you can characterize a civilization by religion. Because all religions change over time. Civilizations are geographic and not religious in my view. Pakistan's mistake was thinking that religion and an external enemy of their own making was enough to create a functioning state.

Bhutto was never a democrat, in any sense of the world. He was a creation of Ayub; was the right hand man of Yahya; was instrumental in preventing a rapprochement with Bangabandhu, there by leading to the 71 War; after which he appointed Tikka Khan, the butcher of Dhaka to manage Balochistan, which then created an insurgency there; used brutal violence to suppress the Pakhtun Awami League (led by KAGK's son); brought in laws that excluded Ahmadis.

I feel in some ways, though Bhutto showed himself to be a liberal, he sowed the seeds of an Islamic policy that Zia literally took it to another level, making the current Pakistan what it is. Thank you for the video

The fundamental issue is Muslims of sub-continent seems to hate the land they were born. Bhutto and Jinnah are simply symptoms of wider malaise. A Muslim can be communist/liberal/democrat/atheist but will always be a Hindu baiter. Faiz Ahmed Faiz is a prime example of that.

This is not at all true. The biggest worry of Muslims of indian subcontinent since 1857 was to be recognized as equal sons of the land by the majority. Jinnah, Johar, Iqbal and even Sirsyed started as leaders of hindu-muslim unity but were dismayed and forced to change paths.

@@MM-qs7qd not really. Muslims had no problems as long as they were rulers in the subcontinent and free to oppress and convert non-Muslims. The moment they had to live as equals in a one person one vote democracy they wanted out. Now they have their own land where they are free to oppress Shias, Ahmedis and any remaining Sikhs and Hindus. They even create new minorities to fulfill their need for oppression. Soon Deobandis, Barelvis, Wahhabis, Salafis etc will fight it out to decide who becomes the new minority.

I can't possibly believe that nothing in Indian politics seems cut the clutter worthy to SG sir... His silence on recent crackdown on opposition is baffling... I have not seen a single CTC in about 2-3 months where in SG has analyszed something which is not in the favour of the government... I just feel that on the name of geopolitics and diplomacy SG is shying away from national politics, state politics, political economy and other important topics.

@@Medleri it is true that until Zia took over they were doing good, even better in some key indicators compared to India. Zia and his islamika film took that country back, a lesson India should keep in the mind

@@tvpuram they were doing well before and during Zia and even later during Musharaf's time. However the reason remained the same, due to American and later Chinese largesse. There is this tendency to blame Zia for everything, forgetting that the very genesis of Pakistan was based on Islamika film, as you put it. To the extent that the Bengali majority seceded from Pakistan fearing that their culture would be wiped out. By the time Zia came he could easily impose his Islamika film because the audience was ready and receptive. Let's not forget that sectarianism has a long history starting from the formation of the Muslim League which preceded the Hindu Mahasabha. As for India, it doesn't have any lessons to learn from Pakistan. Both countries are poles apart with the kind of radicalisation impossible in India, just as is martial law and the physical elimination of any religious group.

Bhutto was the main person responsible for the persecution of Ahmadi Muslims, by declaring them non Muslims. Hundreds of Ahmadis have been killed as a result. Today Ahmadis have no religious rights in Pakistan.

Shekhar ji, May I suggest you add 'downward spiral of Afghanistan' in his list of achievements. ZA Bhutto was the father of Pakistan's policy of 'physical' strategic depth (to quote Christine Fair) aka forward policy. During his time ISI assets were ordered/committed to conduct covert operations inside Afghanistan and to support islamist in Afghanistan. It was also during his time that training camps were first started to train Afghan islamist. All this was in the early 1970s during Daoud Khan's time, long before the soviets intervened. I also suggest, Dr Ishtiaq Ahmed is a great resource to do a 'walk the talk' on anything about Pakistan from the last 100 years.

Dear Mr. Gupta: Q2. Yes. There was another instance. In Bangladesh. Following the assassination of our Father of the Nation Bangabandhu Sheikh Mujibur Rahman, after the second coup d'état, the Chief Justice ASM Sayem was made the CMLA on Nov 6, 1975. After the third coup d'état the following day, the new military ruler General Zia kept Justice Sayem as the (titular) CMLA and President and (Zia) himself took the designation of Deputy CMLA. The arrangement continued till April of 1977 when when Zia officially assumed the designations/positions of President and CMLA. One correction on another topic. Gen Iskander Mirza was from west pakistan. He coerced Fazlul Huq to certify him as a Bangalee by way of being a descendant of Mir Zafar. He got that certification to bypass the erstwhile power sharing arrangement between the two wings of Pakistan by which, each wing had the position of GovGen/President and PM shared between them. After getting the certification, President Gen Mirza could bypass the power sharing arrangement and appoint someone from the West wing as the PM. This move triggered or enabled a series of events leading up to 1971. Now, a Quiz for you Dear Mr. Shekhar Gupta. Who did Gen Mirza made his PM? the answer would intrigue you for sure. P.S. Bhutto used the same strategy, albeit using a different 'other' , in this case India . It is sad and extremely painful to see a nation go down into turmoil. As a human being , i cannot find this to be any cause for enjoyment. As an Indian, i am worried. A Nation at our border, which has multiple factions fighting each other, each having virulent hatred for India, is indeed a cause to be worried about . That Pakistan is a nuclear power possessing nuclear bombs terrifies me , especially if we consider the scenario of internal conflicts propelling the nation towards a civil war . Hatred is terrible. A political ideology based on hatred is terrifying. During the last days of the Battle of Berlin , Adolf Hitler sat in the Fuhrer Bunker planning imaginary offensives by SS divisions that were already decimated, either by the Red Army or by the Americans and British armies approaching from the West . Once he came to terms with reality , he planned his suicide ( he was too afraid to be caught by the Red Army or even his own civilians. He was aware of the fate of Mussolini) . Even at that point , he decided that as he was going down , he would take Berlin down with him too . It is indeed a stroke of luck that he did not have a single nuclear weapon ... Thanks again Sir for your beautiful presentation of history. It is as if , i can see the events play out before my eyes ...

The Israeli-Arab war and later the Arab oil embargo were a huge shock to the world economy. Oil prices rose almost 10x. The nationalization of many sectors was done because the terms of trade had become too adverse and the sovereign alone had the borrowing capacity to keep things running. Pakistan actually did quite well in 70s despite nationalizing several parts of the economy as they got initial trade and investment benefits of Arab wealth. India unfortunately did not have such rich friends and was too big for such largesse to make a difference. If one looks at India's economic history, the 70s are the toughest decade for India with three years of gdp contraction. The emergency and the Janata Party collapse were a botched political response to a very severe economic shock. We had a lost decade in the 70s , Latin America had two lost decades from around '75 to '95. That pushed those economies to all sorts of hare brained left/socialist economics we saw in Venezuela or Mexico or milder version in Brazil. One of the most consequential decades, policy makers should study that time period carefully as we might be in for a similar era of shocks..

These are very interesting arguments which I shall keep in mind as more related subjects come up. There are areas where our socialism was as bad as Latin America, if not worse. Indira Gandhi, for example, had taken the top tax rate to 97%. Pakistan's massive nationalisation was carried out very early in 1972, which was much before the Yom Kippur War and the oil shock. Pakistan had an open economy till 1971 and Zia began to reopen in stages what Bhutto had closed. More than under Bhutto, Pakistan got help from the West and Gulf under Zia, especially after the Soviet invasion of Afghanistan, which coincided with the hanging of Bhutto. You are likely exaggerating his impact. He wasn't primarily responsible for the break-up of Pakistan, though he played a critical role. The Pakistani economy grew strongly in the early 60s, but it was very unequal growth, and it stalled after the 65' war, which Bhutto played a part in instigating. When Bhutto came to power in end 71', the Pk economy was moribund, and he made it worse. However, your thesis is correct. He caused far more damage than benefit, and the greatest harm was in choosing not to make Pakistan a welfare state, dedicated to improving the lives of Pakistanis. He had the ability and capacity, and he had the opportunity which no civilian leader has had since, because he could've settled Kashmir at Simla by accepting LoC as the border, and made permanent peace with India. He had the best cover to do this also, the army leadership was entirely discredited, and had just signed an unconditional surrender, so he could've easily blamed them for leaving no other option. But for Bhutto the welfare of Pakistanis was just convenient rhetoric. His true compass was always power, power untrammeled and absolute, for himself first, and for his family to follow.

In Greek tragedy a tragic character is one who is wronged and deserves sympathy. Mr. Bhutto is not a tragiic character. He was a criminal and sinner on millions of East Pakistani people including some West Pakistanis. He was not the majority leader but coveted to become the PM of a truncated Pakistan. This was his 1st crime. The genocide of 1971 was his sin. He paid for this partially.

Well zulfikar bhutto has an interesting connection to Nepal as well. After his assassination some students were protesting against it in front of Pakistan Embassy and Coincidenctly king birendra happen to passing through that way. So the police beat and cleared the protest which caused the protest to escalate further in the valley and eventually country wide large protest well held which demanded multiparty system. So the king did negotiations and did an referendum for the people to choose between multiple party system or the old partyless panchayat system. Unfortunately the multiple party system got only 45 % of the total vote ( many believe not enough people voted). But these protests built the road and confidence upon which in 1990 ( just ten years after the referendum) the 1st jana aandolan ( 1st mass movement) took place.

Thanks Shehkar sahab for your thoughts, Most of it is fair except that 1965 war not a result of Kashmir dispute rather it was to avoid or release the pressure from America on Pakistan to take part in Vietnam war, Pakistan got stuck between rock n a hard place , in the wake of U2 downing in 1960 and latter the rise of hard-line communist like Beerznev to power Pakistani foreign policy makers got baffled, this was in that confusion that the decision to open a limited conflict with India was conceived and implemented, this is in short , you may carry out your own research, will wait to see your deliberations

What a privilege it is to know the history of our great neighbor. Except for Daniel Alexander, nobody cares about Pak anymore. That's something considering nobody cares about Daniel Alexander. A former Pak general even expressed fear that his country would become a footnote in the India chapter. The difference between our economies is a multiple of 10 and Kohli's spectacles cost more than Pak's whole cricket league.

@SG Several Bengalis were PM and president of Pakistan. Problem was Mujibur's 6 points which meant two countries under one flag. This is why West Pakistan opposed Mujibur and the military crackdown in East Pakistan which led to a 9 months bloody Civil War culminating in the Pakistan army's humiliating defeat and birth of Bangladesh. Ironically, the condition of Sindh is not very different from East Bengal. It too has large economy with next to zero presence in the Pak army.

Shekharji missed another very important legacy of Bhutto -he recognised his mother tongue Sindhi as an official language of Pakistan along with Urdu and the only official language of Sindh and hence the eternal vote bank for the Bhutto family in Sindh .And if ever Pakistan comes out of its fixation with religion and it's linguistic politics become supreme,you will need to thank Zulfiqar for that too.

Bhutto had a murder report filed against him with the police during his tenure as prime minister---where he was reported as the person who ordered the murder of his critic---. The critic did not die in the attack but his father was shot dead. The critic Mr. Qasuri filed a police report naming Byhutto as the prime suspect. Bhutto---could have had that report expunged from the police file during his rule---but he did not. When the govt changed---the son had the case re-opened---. The security chief asked in writing to Bhutto to give written orders---. Bhutto---in his arrogance wrote " eradicate him " on that letter and signed his name under it---. That is what got to Mr. Bhutto in the end---. That proof was too much to be ignored---.

Bhutto was a man of a thousand contradictions and a hypocrite, as all Communists are. He spoke of democracy but to date he is the only civilian martial law administrator of the country. He wanted land reform for large land holders but not for himself. He wanted to uplift the poor but he destroyed our economy by nationalizing (stealing) our most productive industries. Even today, we suffer the scourge of his family and spawn who are very powerful. Bhutto killed Pakistan before it even had a chance to prosper.
