The reason is funding and the perceived "scalability" and specialized talent and access to a lot of restricted data. Any startup in this space needs heavy funding and tacit Govt backing. Even in US, their biggest homeland security s/w platform Palantir (allegedly used to zero on Bin Laden) was started by the PayPal Mafia, Peter Thiel. That tells a story. It needed big money and connections to start even in the US. So any startup in India to be successful in this space, should have specialist talent ,SME, connections, assured anchor client(Defence), funding ecosystem.

Specialised units in the NSA like the Taliored Access Operations Group, the Equations Group etc deploy, devise and seek out tools and exploits to infiltrate systems, defeat encryptions and circumvent safeguards. Also, the US Govt procures lots of such tools from the international markets also - be they Israeli, European or even Russians. Even buying from hacker groups, dark net markets and stealing cyber weapons from foreign govts is all permitted. The Chinese acquired cyber weapons both through local development and they stole a bunch of NSA tools from tools by either hacks or monitoring US infiltration into networks. Chinese Hacker groups like APT 31 even reverse engineered a NSA tool and called it "Jian" all under the pay of the Chinese Govt. Chinese hacking companies even contract out to private sector chinese companies to conduct corporate espionage and detect corporate espionage attempts. This is another revenue stream that even Israeli cybersecurity companies use though not cyber weapons companies. So money - either Govt or Pvt financing like in Israel or China and access to customers - foreign and domestic/public and private would be the essential requirements. There is no shortage of skilled talent in India if the profit incentive is apparent. If Indian Pvt Space companies can 3d print cryogenic rocket engines they can build cyber weapons.

Still, it requires a quantum leap to compete with global players....
