That is incorrect; all of the metamorphises are NOT from Athéna, but from Minerva [who is not identical to Athéna] - the stories about punishment are all from Ovid and have nothing to do with Athéna, but with Ovid who had issues with authority ...

That's not what the myth says, she was a gorgon since birth Pseudo-Apollodorus, Bibliotheca 2. 46 (trans. Aldrich) (Greek mythographer C2nd A.D.) : "It is affirmed by some that Medousa was beheaded because of Athena, for they say the Gorgon had been willing to be compared with Athena in beauty." Hesiod, Theogony 270 ff (trans. Evelyn-White) (Greek epic C8th or C7th B.C.) : "Poseidon, he of the dark hair, lay with one of these [Medousa (Medusa), one of the Gorgones], in a soft meadow and among spring flowers."
