They waited till the water was 1 to 2 feet from the top, and then opened up * flood gates, and that is what caused the damage flooding. look around on youtube, with a fuck up like that, they will try everything they can to cover it up...

Timex No they let Sutton Dam out( which runs in the Elk River) Summersville doesn't run into the Elk river. There was so much rain that fell in a short amount of time that regardless of whether they let the dams out or not it was gonna flood. If the dams would have broke though everything would have been 10x worse.
