22:55 You don't need to give your details to the police to be able to get the report from them. It's helpful. But not compulsory. You can give a false name instead to play their game and not put any bumps in the conversation. It's only when under arrest that you must give your real name. The key thing to get is the CAD number. This can reference the call that brought the police and can be used in the complaint as evidence.
