That is what we Respiratory Therapists call a demand valve. Peep keeps the lungs open at end expiration. Prevents collapsing. Babies born premature lack surfactant which keeps the tiny airways or alveoli open at end expiration.

Always a possibility of slightly slower cognitive development and lower potential. I'm just a mere nursing assistant, but I'd think the baby's brain is so freshly blank that there's no "important" brain cells to kill (besides cells for natural default relfexes) from the lack of oxygen whereas we adults could lose braincells that contribute to our memories, education, learned abilities, etc.
