Its hard to feel bad for landlords, when most of them keep acquiring new apartment buildings year after year without fixing up the old ones, yet somehow they keep raisng the rent so their profits keep raising so they can buy more condemned building to throw a layer of paint on them and charge 2500$ for a 2 bedroom apartment! They dont try to fix up nothing so they can improve the quality of life, they just keep raising rent and being the slumlord they are!

No landlord should ever rent to someone on social assistance. That would solve half the issue. The government should build enough social housing to house people on social assistance and disabilities. Increasing the shelter allowance and the basic needs allowance will allow people to live well enough that they are less likely to struggle with mental health issues decades before it become critical and a danger to themselves and others. If you don't set social assistance levels at realistic amounts and implicitly assume someone is cheating and you just have to catch them then you will pay in other ways such as policing, emergency room visits, and assault and arson. The government should be supporting small landlords. When they stop renting, large corporations buy up and rent out the properties for an outrageous markup. The housing crisis will only get worse if that happens.
