Maybe you should say this is your opinion? The big problem is is that serious historians bought back and forth on who's best and worse. For one thing, you have to look at your source as many of the things written about some of the emperors were written by their critics and even their downright enemies especially after they died. There are many sources that I can see you're using here that historians say are not the most credible. And it all depends on what outlook you're looking for from them to see who is best or worse.

My favorite part about this myth is how Livy says the “she-wolf” that suckled baby Romulus and Remus may actually have been slang for a prostitute. And that “she-wolf”became Rome’s national symbol.

3:42 I found the original Latin from Livy: centum creat senatores, sive quia is numerus satis erat, sive quia soli centum erant qui creari patres possent. He made one hundred [men] senators, either because this number was enough, or because there were only one hundred who could be chosen as fathers? There are definitely other ways to interpret the "qui creari patres possent" part, but I dont know enough Latin to give the verdict.

I like to think that Romulus was real, but the only true things about his story are that he was raised by wolves, killed his brother, and disappeared in a storm - he was otherwise just some farmer. People made up the rest of the story because they thought that someone that interesting should have been more important. Honestly, most semi-mythological figures are best if you think of them like that. Moses was just some guy who spent ages 80-120 wandering the desert, so people thought that he had to have done something important before that. Heracles was a lazy stable boy who got super drunk for weeks straight, then mucked out all the stables in a single night before his master came back. Beowulf just ripped some dude's arm off. Of course, it's way more likely that those types of figures were just really good rulers or leaders who were mythologized after death, but it's way funnier to think that it's the myth that's real and their importance that's completely made up.
