Just wondering what quota per project means.. If I have 3 different Looker Studio reports which linked to the same GA4 property, does it mean I have 1250 quota per project per hour for EACH Looker Studio report?

Per project refers to the Google Cloud Project that is being used to connect to the API- so this is something looker studio has set up for you to use, so the quota is 1250 for everything in Looker Studio. If you also had some queries in Analytics Canvas (or another tool using the API) you would have another 1250 tokens for your activity there as well. In a way a project is an application used to connect to a GA4 property. Unfortunately, all your reports in Looker Studio share the same 1250 tokens for each GA4 Property.

Not a bug - this was intentional! They are making a couple of changes that will resolve concurrency issues and display how much quota you are using, but so far nothing about increasing quota. support.google.com/looker-studio/thread/188075021?hl=en&msgid=189902558
