I think they are all the same vehicle and each generation is an aesthetic change because fallout 3 and fallout 4 are both partial reboots of the series. Its the same situation as the 10mm pistol.

I really was expecting to encounter a mech during the first cav quest, at the very least as a boss fight. Mechs in this game are the biggest (literally) unused Chekhov's gun.

rivet city not having guns makes sense, they would have been scrapped and scavenged along with the rest of the haul that was missing, then whoever moved in is more concerned with survival than repairing unrealistic guns they will never find ammo for. The prydwen not having guns is an absolute joke, what has the brotherhood been doing for 200 years? You can say they can stand on the deck and use laser and guass rifles as well as tesla coils for anti air and that is fair since in game all of those weapons are capable of killing vertabirds but its also fair to call out an ancient military organization that creates superweapons somehow not having basic structures or tactics

My real thinking is that the mechs might have served as platforms for nuclear weapons which mind you aren’t outlawed if the mech was just a platform for delivery its mobility and ability to be used on nearly any terrain would be useful. They could mount weapons as powerful as starships and hurl 5 kiloton shells 40 miles I think the settles systems had way more people in the beginning than it does now hence why the war is treated with such reverence, Akila city, new Atlantis, hopetech, neon, and cydonia might just be what’s LEFT of a dozen or more other major metropolises after the war, then again baethesda makes no mention so… they just fought over dirt I guess.

I honestly don’t know why fallout KZfaqrs try to analyze every single detail of fallout 4’s weapons and armor and make conclusions off of them when Bethesda themselves never really had a basis on how guns work and they didn’t take the time to care about how realistic they should look. I wonder of "reactor coolant" is some kind of combo coolant and fuel. We know that coolant stations have replaced gas stations by the time of the great war, and their quantity and similarity to gas stations suggest that that coolant is consumed somehow, and at a rate that make these businesses viable. Ideally, a well designed reactor seems like it shouldn't need to be 'refueled' with coolant. It should be a closed system, and many modern engines use sealed transmissions, and do not need their fluid changed periodically, only as needed. I wonder if there's some kind of plutonium-coolant mixture that somehow generates fission (idk how that would be possible, but it IS fallout) and while better reactors don't use it quickly, worse or older ones "burn" a fair bit.

If that main gun isn't an energy based weapon it is probably a low velocity gun like that used on the BMP-3 in real life which is used for launching missiles and very heavy but slow HE shells

I will say as counterpoint to some of your mentions. The guns can work as well, actual guns, if they are low pressure guns. IRL several extremely lightweight armored cars were fitted with low pressure 90mm and 105mm guns firing entirely chemical munitions such as HEAT. The shot trap thing is also less of a concern with APC's and IFV's as they arent ment to be directly compatting dedicated tanks, only sometimes carryinf anti tank weapons in the event they encounter one. This also means the armor would be rather pretty thin, only strong enouhh to resist infantry weapons and heavy machineguns

While no nuclear APC was ever made as a concept IRL. The Falloht 4/76 APC may actually be bases off of the Chrystler TV-1 nuclear tank which has an extremely similar look
