And is Georgie more chill and submissive? Or is Georgie usually dominant and this is how the dogs are figuring each other out as they are both females? Or is one male? I’d like to understand better I am very interested in understanding dogs and becoming a good trainer for my future dog.

It looks like the trainer said the dog she was walking is in "rehab" probably because of the reactivity. Looks like she was trying to work the dog in a spot where she thought distractions would be minimal so there's probably not a lot of obedience built up with the dog she was walking. I don't think she was in the wrong at all and she did fine considering it was an unexpected event.
