Does the foam stick to the bumper's clear coat, or do you have to sand it before applying foam, for it to stick?

Depends on what foam you are using. The brand I used can stick to clear coat or other smooth surfaces. But if you plan on placing it permanently, I would recommend scuffing the surface first.

They make what's called a "Minimally Expanding" spray foam. If you use it, then you won't have all those air pockets and it will be much stronger.

@@grubhubgrandpa9323 White light is blocked by the red tail light cover therefore brightness will be much lower than it should be. So you need red halos. I recommend Diode Dynamics or Morimoto if you want quality halos.

From the perspective of creativity that's a 10/10 . If your car ( any car ) however should have a defuser like that it would had one . Designers know better . It's the same as if you get a brand new EVO with a specific ride height , change all the suspensions , lower it , change camber angles etc and expect the car will perform the same at cornering . Of course not ...because you thought you "knew better" and you changed the whole thing
