I'm pretty sure he teleports twice every time he dodged an attack, first back to his base then find another safe spot to teleport back to, since there's clearly 2 teleportation sound effect and delays between he disappeared and showed up.

Given the cost of missiles, jets, pilots, forward bases, vehicles to transport them to theater, and sustainment costs. Even at those costs this tech potentially could save money per year.
