The group doesn't claim to have no leader. Rainbow family has never had, will never have, a leader. It is an anarchist environmental peace movement that grew out of the hippy movement of the late 1960s. In all the years since, they have never had a recognized leader. They organize in kitchens, and work collectively as a flat democratic non-heirarchy to accomplish the task of feeding one another and having a good time celebrating life and the Earth and our existence upon it. That is what Rainbow is and does. I should know. I was one long ago. They dont get the permit because it is in fact a violation of the right to peaceful assembly and the permitting practice is used by the legal system to prosecute a single person for the group collectively, which is vile behavior and anyone with a brain knows it. These people are literally hurting nothing by hanging out in the national forest for a week or two celebrating nature and their commitment to peace.
