Before they redid the City Hall station many years ago, there was actually an opening in its floor where a narrow, steep service ladder took you down to the lower level, with only a chain across the handrails to "prevent" anyone from going down there. Personally, I never had the guts to check it out, and now it's long gone. (There was also a direct entrance to the Woolworth Building at the south end of the station, also long gone.)

When the BRT / BMT was building the Broadway line as part of the Dual Contracts, the company also wanted to be awarded the Central Park West / Eighth Avenue route, which was on the planning boards at that time. The company figured that if they built ramps from the Broadway line that could naturally be extended to an Eighth Avenue line, they would get a toehold on being awarded that line, rather than lose out to the IRT, the only other subway operator when the Dual Contracts were built.[25] The BMT / BRT never built that line for various reasons including the bankruptcy of the company after the Malbone Street Wreck and Mayor Hylan's plan to include the Eighth Avenue / CPW route in the IND system. The ramps were built but never used for revenue service. They were eventually used for storage until the tracks were disconnected. The disused trackways for the proposed line ramp up and run for about 500 feet (150 m). The ramp on the northbound side has a Maintenance-of-Way shed built on it,[26] and the trackway on the southbound side also has a storage shed sitting in it, just north of where the local tracks come in, but this shed is few hundred feet north of the shed on the opposite trackway of the other side of the tunnel. Some of the actual rails remain and can be seen from passing express/63rd Street Line trains, but are covered by many years of dirt. The never-used trackways curve slightly west before ending

This station was supposed to go through to Cortlandt St with the express, and the local was to terminate upstairs at the currently used platform. They changed the plan and had the express go over the Manhattan Bridge and the local went through instead. There is a staircase from the upper platform that may have been closed off, I don't ever use City Hall station so I don't know. This is why Canal St on the R looks like the other local stations such as Prince except they retiled it. The express tracks would have continued up to 14th St. Instead they just end and the express tracks from 14th St duck under to the bridge platform.

I remember this station back in the 60s and 70s for E express service to Brooklyn and Far Rockaway during Rush hours only. Today the A runs express along Fulton Street in Brooklyn and the C train is local. Back then A service was local and E service ran express. Then for a short while this was reversed until they stopped sending E service to Brooklyn and all trains terminated at the World Trade Center.

Be careful with lead and asbestos in the air. I would wear a hard hat (Bicycle helmets is fine too) and gas mask when exploring subway station. To me protecting your head is important in case of falling debris. Once someone is injured that’s it you’re done cause the paramedics won’t go to unrestricted areas. Tools to carry A compact first aid kit (in case you get a cut) Flashlight (Night vision goggles works too) Personal protection (guns, knives, tasers) Wear heavy duty gloves at all times preferably insulated gloves DO NOT TOUCH ANYTHING THAT LOOKS STRANGE OR WEIRD. It can be booby traps set up by homeless people. Booby traps can contain poison. Hoodie And heavy boots Don’t step on any puddles in case of any lose electrified wires that may be touching the puddle. ALWAYS BE EXTRA CAREFUL NOT TO ACCIDENTALLY STEP ON THIRD RAIL THIS HAS HAPPENED A LOT know and familiarized your route

With NY saying it "Wants to be Eco friendly " you'd think they'd turn the power off on all the abandoned stations.

There is a distinction to be made between “abandoned” and “no longer in revenue service”. “Abandoned” means the station is no longer used for anything - not storage and not layups of trains not being used at the moment. Those stations - such as 91st, 18th and Worth Streets on the Manhattan IRT, Bergen Street lower level on the IND Crosstown Line and Myrtle Avenue on the Brooklyn BMT, among others, are fully dark and completely unused. “Not in revenue service” means the stations are no longer used for passengers but are still used by the MTA for storage or to lay up trains. These include City Hall on the IRT (6 train uses it to turn from downtown to uptown), City Hall lower level on the Manhattan BMT, 9th Avenue lower level on the Brooklyn BMT, among others. Now Canal Street and Bowery on the Nassau Street BMT are not abandoned “stations”, they are abandoned platforms as part of larger stations. I don’t know whether power can be shut down on one side of a platform and not the other.

I used to get a train for service out of there every day just before I retired. There's a zillion mosquitoes down there. It's not abandoned by any means.
