Eventually New Yorkers will get fed up enough to vote in another Rudy Giuliani, they'll reverse all the crazy recent criminal justice "reforms" (no bail) and crack down on the organized shoplifting gangs. Whenever that finally happens, and it becomes possible for retailers to be profitable in NYC again, then of course they'll all instantly move back into those abandoned storefronts.
