I’ve heard Jim Cornette say it multiple times on his podcast and he was in WWE creative at that time so I tend to believe him. Plus I’ve heard that story from multiple interviews that it happened the way it was meant to happen.

In fairness, the very much changed HBK pitched a trilogy that would see Hogan win 2-1. He wanted to wrestle Hogan but also wanted it for the fans. Hogan didn't like that of course. He would have to put Shawn over at least once. Hogan forced HBK to go Heel again for the first time since '97 and even though he so naturally did that in Montreal especially just like with the DX reunion the much more mature HBK didn't like going overboard anymore. Also, both legends but one was working a full schedule and one would leave after the proposed series that ended up being one match because of Hogan's ego. Shawn could have given him the greatest match of his career but the Hulkster had to bitch and moan as always so he made him look like the clown he was still acting like
