I really feel that the best interpretation of the Savage/Hogan feud was that Hogan was playing mind games and messing with Savage the entire time.

So when Stone Cold appealed to him for a rematch, he agreed, while Paul Bearer tried desperately to tell him not to, which made it even better since Bearer was supposed to be somewhat in control of Kane at the time.
