The first version is the classical version where you really bring your hips into play. The second version is when you can't get your hips in deep enough, and you do something akin to an ashi-guruma where you use your calf to lock uke's knee, in order to rotate him over.

A brilliant clue I was shown is that the nage no kata implies learning uki goshi first because of the hip bump

the story goes that kano, who's favourite technique was uki-goshi, was having trouble applying it to saigo, the yama-arashi guy, who would evade it by stepping around the hip. kano added the leg sweep motion to his uki-goshi to catch him when he was stepping over and came up with harai-goshi this is why harai-goshi in the nage-no-kata is executed with the hand behind uke's back like uki-goshi

The second form was a common freestyle wrestling technique back in the day, so it's adaptable for no-gi. Thanks again for the excellence!!

i'm dumb, so what's the difference between oguruma/ashi guruma and the second version of this harai (leg block)? or it's just semantics?

ashi guruma mechanics are similar to sasae methinks

The second version could be argued as an ashi guruma since the foot is working as a fulcrum from which uke is being rotated around. It's a bit of a grey area since the leg placement / foot shape is more inline with harai goshi but the mechanic is more inline with ashi guruma. think of it as a bastardized lovechild of the two.

How do you get the opponent to deliberately move towards you so he winds up adding some of his own momentum/energy to the throw?

Being taller, doesn't the dependence on more of a leg hook just turn this into O-guruma? You're doing less hip and more leg at that point. Mechanically i love hip throw, but being taller executing them is very hard because everyone always drops their hips on me. Leg throws become more necessary since it's much harder to get into a good hip position when someone is 6" shorter than you.
