Question can you do a lutz loop and a flip loop toe in pre juvenile excel?

In Excel Pre-Juvenile for 2022-2023: There is a maximum of 5 jump elements. All single jumps are allowed, except for the Axel. No single Axels, double, or higher jumps are allowed. There is a maximum of two of any of the same jump, which may be as solo jumps or part of jump combinations/sequence (maximum 2 of any same jump). Two jump combinations, or one jump combination and one jump sequence - maximum. Jump combinations and jump sequences are limited to two jumps, except that one jump combination or one jump sequence may include three jumps. A jump sequence consists of two or three jumps in which the second and/or the third jump is a waltz jump with a direct step from the landing curve of the first/second jump. In Excel Pre-Juvenile Plus for 2022-2023: There is a maximum of 5 jump elements. However, one MUST be an Axel-type jump or a waltz jump - this is REQUIRED in Pre-Juv Plus! All single jumps, INCLUDING the single Axel, are allowed. Only ONE double jump may be attempted (limited to double Salchow or double toe loop). Double loop, double flip, double Lutz, double Axel, and higher jumps ARE NOT PERMITTED. Axel and all other singles may be repeated once, but not more, as a solo jump or part of a jump sequence or jump combination. There is a maximum of TWO of any same jump. No double jump can be included more than TWICE, and if repeated, at least 1 attempt must be part of a jump combination or sequence. There is a maximum of 2 jump combinations, or 1 jump combination and 1 jump sequence. Jump combinations and jump sequences are limited to two jumps, except that one jump combination or one jump sequence may include three jumps. A jump sequence consists of two or three jumps in which the second and/or the third jump is an axel type jump with a direct step from the landing curve of the first/second jump

Say I have passed my preliminary Freeskate. Is it possible for me to compete intermediate plus without testing pre-juv and Juv?

Unfortunately, no. There are still minimum tests required. You are permitted to skate up one level, which would allow you to compete Pre-Juvenile. However, to compete at Intermediate you would have to pass at least Juvenile Singles Free Skate and skate up one level.

Do you feel this is their way of cracking down on sandbagging too?

If you mean that introducing the competitive floor is a way to prevent sandbagging, it could. But, skaters can avoid that by registering for a series below their level. So, sandbagging can still exist.

For the eligibility, if a skater competed at 2022-2023 Sectionals single event at Novice level, can this skater compete in Excel 2023 at Junior level?

The competitive floor only applies if a skater registers for a SERIES like NQS or Excel in EMS. So, it's not according to individual competitions. It's established only by a paid Series Registration in EMS. If a skater did register for NQS at Novice and has passed their Novice Singles Free Skate or higher, Novice would be their floor, and they may skate up to Junior., but no lower than Novice. If a skater did not register in EMS for a Series but has passed Novice Singles Free Skate, they could still skate up to Junior in Excel. If they register for the Excel Series in EMS as Junior - that level will become their Competitive Floor and it will become the lowest level they may compete.

Thank you for your reply. Actually, I'm asking this questions for my daughter. She has passed Junior FS right after competed at Novice in Sectionals. Since the new rule of testing and skating down started from Dec. 2022, she is working on testing for Senior FS. But she wants to compete at Junior for the upcoming Excel and Well Balance, where she is more comfortable with. By looking at the Excel announcement about eligibility, I was a bit confused about her eligibility for competing in Excel this season, since she did compete at Sectionals last season at Novice. But the announcement did not say if skaters like her would be able to compete in Excel at a level higher than what they competed last season. But from your response, it should be fine?

Yes, from my understanding and what you’ve described she can compete in Junior. However, double check with your coach.
