I had a pal who worked for the Union Pacific on the bridges and buildings crew. He lived in a converted Pullman car and it had power, water, phone and cable hooked up to local utilities. And the toilet was an incinerator type. Young, single and no rent for watching the yard where it was parked. Pretty cool set up. And a 10 minute walk to local bars.

Why? What is the true cost when you try to sell it or abandon it after 1-2 years? Someone hasn't thought this through! This has all the problems of a "tiny house" X100! They say, "But I don't have to pay taxes." But taxes are included in the rent, so you pay more than the tax to rent! And then there is the "no running water" part of the equation. I spent $69,900 for a small house on 1/2 acre, in a small town, easy commute to 2 major cities. I have a garage, running water, and I never have to worry about being forced to move my house!

I think the train car is more for the novelty of living in a train car. Amtrak will also carry private cars that meet their standards. The car definitely had a potable water tank at some point. Not sure why someone would get rid of that.

Escape hatches are not a requirement on railroad cars, probably not even allowed. Only emergency window panes.
