what amazes me personally is that Police is all about revenue but seem not to be able to put couple plain clothes officers and just do what stopham does but just give them fines... I'm sure in an hour they could fund an entire unit for a month.

+Comicbookstoreguy177 Same thing here in Chicago. Things like illegal parking (that Stop_a_Douchebag is also fighting against) are already heavily targeted by the city - you leave a car parked illegally for 5 minutes and you'll get a ticket and get booted. That's a lot of revenue for the city.

May be some options. Give small sticker or flyers that talk about russian law (sidewalk), you could work may be part time with the police or something, may be the police could collaborate with you placing 1 police man or when police arrive you could give them doughnut , coffee or something lol so next time they will be more happy with you and have reason to go there.
