I searched online and the line, "A view to a kill," makes sense now. It uses foxhunting lingo because Ian Fleming wrote a short story called From a View to a Kill which was based on a song lyric about fox hunting. "From a find to a check, from a check to a view, from a view to a kill in the morning." A Find is discovering the fox's trail, a Check is when you lose the trail with your bloodhounds, a View is visually spotting the fox, and a Kill is self-explanatory. SO, when Mayday and Walken are in the airship looking at the bay area, and Mayday says, "What a view," Walken is being clever by adding, "To a kill." Walken has spotted the fox which is Silicon Valley and he intends to Kill it, or in this case destroy it by flooding the area. So it's super fucking convoluted but it does actually make sense lol

That's quite clever. Meanwhile, the Swedish subtitles think he says "Tokyo" when spotting San Francisco.
