Well what ur forgetting is that, in times or trouble, warring countries are able to turn 8-10% of their population into fighting ready within 12 months. At the moment we are living in relativistic peace. If world war 3 broke out, the number of soldiers would triple in a matter of years. For example, the Soviet army had a fight in force of 3 million 1 year before operation Barbarossa. At the end of world war 2, it was 11.8 million.

I could see that work if he delved into the nature of that species more often. a species that has only one child at a time maybe related to those magical trees or magical way of life? maybe they have some deity that gets angered by multiple children. it could have been explained and fleshed out in an interesting way but sadly it was more of a footnote than a really interesting thing. Maybe its a species with selective breeding either evolutionarily or societally? who knows, it's an interesting point that could be really drawn out and fleshed out but sadly wasn't. Variability is always a good thing in stories; if it can be done right.

If you are taking in the context it likely means having a single child EVER not talking about having twins. edit: Or at least RAISING only one child from birth til adulthood. Think how a bird doesnt have another hatchling until the current one leaves the nest.... where a human will have a nest with multiple ages of chicks while sitting on another egg LoL.
