Alyiev has better ties with west and Russia. He just doesn't want to see Armenia on good terms with anyone and hence his tantrums. He wants Armenia weak and isolated.

Armenia should meet with all and any country, of course! However exercising extreme caution! It is naive to think that Tokaev didn’t coordinate his visit with aliev. We can not underestimate the tribal ties between these two countries and we don’t want to have another partner that we are not certain will be a real partner. Moreover, Armenia can have the two state economic deals. But those deals should be made outside of the Russian-led alliance. Both Armenia and Kazakhstan can proclaim all they want that this alliance is purely economic and has nothing to do with politics, that’s not how it viewed in the west. And the most important goal for Armenia now is to join the European Union.
