it shows here na kapag me ganitong kaso against some pesonalities involved about money matters the ombudsman has also her mandate to checked all the records and evidences (if any) presented to her if they are admissive or not

I love the scrutinizing. Both of them, Lead Defense Counsel Serafin Cuevas and Ombudsman Conchita Carpio-Morales were former Associate Justices of the Supreme Court of the Philippines and both were alumnus of the UP College of Law.

Nah, i believe the reason why Morales wrote him a letter was to put into the table that he must voluntarily step down from his office (as chief justice), it is clear that the ombudsman was telling Corona indirectly that he might be impeached and now he must resign --in order for Sereno to sit in.

that is NOT how it works. tama yung way ni morales, that is standard procedure, kung mayroong complaint, which a complaint was lodged in her office, she is MANDATED to give the person complained of a chance to explain within 72 hours. kapag hindi niya ginawa yan, she will be guilty of nonfeasance as defined in the revised penal code.
