Sanitation worker here. We have to deal with zombies on more or less a monthly basis. Its the main reason we wear full protective gear when working in the sewers. There really should be more focus on the fact that the dead roam around beneath our feet. Lost a lot of good guys down in those fucking tunnels. As for why there are zombies down there, its mainly due to the fact that sewers work as a sort of trap, its easier for a zombie to fall in than to get back out. They fall down an open man hole, but can’t crawl back up. Now, the management won’t acknowledge it, but I personally believe they are attracted to the smell. Seeing as they are hunting for humans. I mean, why else would they also appear in creepy gas station bathrooms? Hopes this clears up some of the confusion sorrounding sewer zombies.

I'd like to add onto this and say that, hypothetically, when a scientist who is not MAD, per se, but is a little angry about the fools who laughed at him in the university and has no constructive outlet, a sewer is often a very convenient place to set up a laboratory. There are many old cul-de-sacs and work areas that aren't mapped very well, easy and discrete access to all areas of the city above, and of course...plenty of room for escaped experimental subjects to roam without getting underfoot. Or...so I've heard. YMMV.

Hey #Tom in the power up selection in the game, you only get what the floating blue arrow is pointing at, not what your mouse is hovering over, I've seen you accidentally pick so many other things that I needed to comment

Class C licensed wastewater operator here to clear up any confusion regarding zombies in sewers. Every system i have worked in has been riddled with the undead, I belive that they spawn naturally in there like whiterun guards, growing slowly out of the used groceries into the monsters we know

I don't work in the sewers but I am in retail. Serious menace here, non stop threat from open to close. They don't even respect our closing times and expect access to the flesh of the living five minutes to close.

As a person with real lightning powers, can confirm, his advice is solid. Definitely don't wanna charge your phone with it, though not because it will explode per-se, but it will knacker the electronics if you're not careful. Also be careful around power lines and stay out of anti-static clean rooms. Those are a defo no-go.
