The info below the video says it's laying up in Sarnia, Ontario. Satellite view on Google maps caught several cargo ships in port there when the image was taken. I think that technically the only things closed right now are the Soo Locks, the Welland Canal, and St Laurence Seaway. But since a large part of the Great Lakes fleet goes up to western Lake Superior to get coal, iron ore, and grain from Duluth and other nearby ports, it doesn't make sense to run these ships during the lock shutdown period. And with the Seaway closed, no ocean going vessels are getting in either.
