Correct if I’m wrong but Barry revealing his identity to the entire world isn’t necessary. Unlike with Kara and Oliver, Villians have never truly cared about his secret identity. And also the citizens at least for now they don’t care much about it either.

And her arc which starting with her trying to get the flash arrested and hating metas, to becoming a meta and working with the flash.

Totally agree with you The weak point of Barry hiding his ID from anyone he interacts with frequently is there is nothing to disguise his voice. As Kramer works closely with Barry it should have been totally obvious who the Flash was as well as the fact his mask doesn't cover that much of his face. But comic book physics and witness stupidity rules I guess. The writers really need to pull their heads our of the 1950's and think with today's tech. Stargirl is another show where there is no way her ID can remain secret given that small mask.

I get it when he is interacting with people who already know or people who don't know Barry, like random citizens but when it is someone who knows Barry but not know he is Flash, he should do more to disguise himself. Because they don't wear a mask, people assume that there is no secret identity. They let everybody know their name and where they live... So why would they think there is a secret identity??? And they make enough differences that people don't connect them together... Like, seriously, they can't tell that a generic blond girl looks like another generic blond girl?? Nobody even thinks there is a secret identity.... and look at how Christopher Reeves held himself as Clark and Superman... it shows a lot how much he disguises himself in ways that wouldn't be as obvious unless if you were already in the know.

More than likely budget reasons on the network's part. My guess though, is that in universe it's basically become an open secret within the department; they all know or at least suspect Barry is the Flash, but don't say anything, even as Barry becomes much more lax with keeping his secret ID a secret, not that he was ever good at hiding it to begin with. Singh and Kramer both figured it out on their own, guaranteed they aren't the only ones.

Anyone who knew there was a connection between Flash and Star Labs HAD to know Barry had some sort of connection with the Scarlet Speedster. Plus, I'm pretty sure it was public knowledge that the first wave of Metas were created by the Particle Accelerator, which exploded the same night Barry fell into a coma, and by pure coincidence, Flash appeared soon after Barry woke up and was constantly helped by Star Labs through their techs and their specially designed/repurposed cells. At the bare minimum, it's like you said. Everyone in his department had to know who was under that cowl. As much as I liked this show, this was always my biggest issue with it. By the time he was framed and went to court, everyone in the city should have known Barry was The Flash, in addition to possibly being one of Central City's richest man.

nah its the way the season is roled out. So basically we have 3 storylines in this season and in between there are the interlude episodes which are standalone episodes. Next weeks is the last standalone. I think its a nice way of doing the seasons.
