You can keep it plugged in but its always best to unplug, saves on electricity used too.

Press the share and home button at the same time, it should go into pairing mode, with flashing front light. Go to devices on the console and locate the controller, select it and it should be connected.

Yes, you can charge DUALSHOCK 4 controllers when PS4 is in stand-by mode. However, in Europe, PS4 users will need to navigate to Settings, then Power Save Settings, and enable the Supply Power from USB Ports option

You don't need to plug the charge stand into a PS4 console. You can connect it via micro USB cable plugging it into an wall socket adapter, and then into your home electrical wall socket. Thanks for the comment ✌
