Although none of them were published during his lifetime, Beethoven wrote at least six mandolin pieces, four of which survived. Three of the pieces, WoO. 43a, 43b, and 44a are showcased in this video. Allegedly, Beethoven had friends who were prominent mandolinists and his own Milanese mandolin hung beside the piano in his home.

WoO 43 and 44 were both dedicated to 18 year old Josephine von Clary during Beethoven’s near three month stay in the Bohemian capital. Josephine played the mandolin quite well but was also a very talented singer. It is figured that her voice was what inspired him to write the concert aria “Ah! Perfido” (op. 65).

The Adagio is very lovely and a genuine Beethoven slow movement.

Very nice music by Beethoven! Not many people play the mandolin nowadays... And many don't even know what a mandolin is/looks like too...

why does the mandolin do those trill like figures on every note in the first piece?

It's the only way to sustain notes properly

The tiny body and short strings of the mandolin do not ring for very long, so this is a traditional workaround.
