If that car has been pulled over before and criminal activity was discovered, the police will know that every time they run the plate, which is automatic in some places. In some places if the same car is used in two felonies the state or county seizes the vehicle.

I guess they aren't allowed to stop them from using the phone. I am worried it will take a few ambushes before we allow the police to stop them from using the phone. For officer safety it is a bad idea to allow it, it also ties up more resources because they have to call for backup when it happens. P.s. loved the other part of your comment.

It's Hispanics and Native American people too by the way. 80% of the time, a person of color CAN trust the cops to pull them over for legitimate reasons and conduct themselves professionally and courtieously, however, there is still too much room for people of color to begin to feel safe when pulled over.
