Chopper's bounty being so low is probably because they don't even care about him being captured, as no one is going to go out of their way for a 50 Berry bounty (now 100 Berry). Instead, they want to inform the Marines and the public that this harmless (in their eyes) animal is part of this dangerous pirate crew,. So if you see Chopper, keep your eyes open for Luffy.

Pirates probably kill each other more often than we think, for territory or whatever. So theres probably no reason for them to be suspicious about luffy.

Oda also takes the approach of “dreams” being the life force of an individual. When their dreams die it is synonymous to that individual actually being dead.

We know that if you become a warlord your crimes will be forgiven, so I think it isn’t a stretch to say that if you aren’t too well known, you’d have a decent chance for forgiveness if you bring in some high bounties. Second is resources. Things like food or medicine are limited on the high sea so as a pirate you take what you can get. Third bragging rights. We have seen what a symbol of status a high bounty is among certain pirate groups. It’s likely that some established pirates get hunted for the bragging right of being the one to kill them. The fourth one that I came up with is revenge. There are many people who set sail outside of the law to catch the guy who ruined their life.

Why? People don't seem to care that much about the truth, or the reasons. Her first bounty was based on a lie, and nobody knew. It was Saul the one who destroyed those ships, and many marines saw him do it, but none of them talked about it. The Wolrd Government could easily increase her bounty, based on another lie. And that's not even needed. If she was supposed to be THAT dangerous when she was 8, you'd guess that when she became an adult the danger would be much higher.

Even right now in the story. Actually, especially right now in the story since Kaidou is still active with his 100 beasts. It's all about Chopper's risk, not his power. Can you imagine the terror the world would suffer if Kaidou got Chopper's Rumble Ball formula and gave all his men a way to go Monster Point with an overdose? Can you imagine what would happen if the formula became common knowledge and any random scrub with a Zoan Fruit had the option to achieve the same power as an average CP9 member while also going *berserk* on the surroundings? If I were in the WG, I'd barely be able to sleep while Chopper is out there.

Definitely agree with that. Maybe not boasting but I believe the reputation matters. If your feats are well known and the public sees you in a certain light, maybe you're really popular or maybe everybody is really scared of how attrocious you are. Just your general image and popularity could warrant a higher bounty too. Kidd is the perfect example where its not just feats and strength. Its mostly people probably shit their pants when they see him and he probably has a high civillian casualty rate

You could also argue the world government gave them their bounties on account of their fighting prowess alone, in the hope that a decently powerful bounty hunter would go against them and defeat them without becoming suspicious. I know if I were a bounty hunter who just took out Robin, and Robin was worth 500 million berries, and I'm used to hunting marks this high, I'd be wondering how I managed to (presumably) defeat her so easily. Because what's the first thing that would happen if Robin's bounty was higher than her captain's. In the world of One Piece that basically never happens. Everyone would turn around and be "Wait, what? Why is she worth so much?" Keep in mind the World Government purposefully kept Robin's bounty under 80 Million at first precisely because she would have attracted too much attention otherwise. Frankly I'm surprise they got away with giving a child a 79 million dollar bounty, but that's coming from my own internalization of the world's logic, not Oda's, so whatever. But as per Oda's own rules, as he carefully established before, the W.G. desperately wants to get Robin, but doesn't want to give away why. And then you start thinking to yourself, why did Luffy just get a 1 Billion Berry Bounty increase for pulling a little stunt in Big Moma's territory? The World Government is not stupid. They're keeping track of these things. They probably know Big Mom has a Road Poneglyph, they probably know the minks have one too and successfully identified Carrot as one of Luffy's new allies. Oh and he HAS AN ARMY. MAYBE TWO!? Soon to be like 4-5 easy the way things are going... Forget it, if I was the W.G. right now, Luffy would be worth DOUBLE his current bounty. I once imagined it would make fore a fun filler episode where Chopper is hunted by a bunch of Kids that want to become bounty hunters in the future and think someone with such a low bounty is a good place to start. Chopper ofcours would not want to hurt the kids would actually get into some trouble with them. I know its probably a dumb Idea but it was a fun thought.

Just add in the kids learning the basics of bounty hunting first hand, some marines or real bounty hunters hoping to use Chopper to lure the other Straw Hats into a trap, and Chopper kicking some ass, proving that his bounty seriously understates his strength. And it could end with the kids debating whether or not they should keep pursuing that dream, because from what they've seen they have no chance of ever being successful at it, then a pirate with a giant bounty comes crashing down right next to them, out cold and barely alive, (a result of fighting Luffy,) and upon turning him in for a fortune, they realize that they can still see great success as bounty hunters, by simply following some badass, trouble-making pirates around and going after their already defeated foes.

I think Chopper should be higher. His rumble ball is devastating in the hands of, say, Kaido with his zoan users. For Choppers strength and actions, I also thought 150m at first, but his intelligence and invention should raise it up to 185m at least in my eyes.

For all we know, Vegapunk already has a drug to awaken zoan users. It makes sense to me when considering the guards of Impel Down. They were fodder level by current standards yet had awakened devil fruits. How is that possible? Yes, they could have trained there fruits for a long time to awaken them, but I think they'd have to be much stronger for that to be the reasoning. To me, it makes more sense that Vegapunk developed a drug and the WG gave it to the Impel Down guards to awaken their devil fruits. It wouldn't surprise me if it was an experimental drug and it's side effect was keeping the guards in the awakened state permanently and giving them a more berserk/animalistic mentality as they appear to have.

Cause dbz had shitty plot. The idea of power level mean nothing was supposed to mean that just cause the opponent is stronger. It doesnt mean they automatically win. (Like when cell was fighting trunks and he won cause was faster) In a fight u can still win with good strategy, by outsmarting or outlasting them instead dbz too often a fight was won by becoming stronger than the opponemt in the middle of the fucking fight just cause. Its just lazy writing. Coming up with scenarios where the winner has to outsmart the other or take advantage of their weakness demands creativity. Hunter x Hunter and others try to make fight more than "the strongest" won. But the target market for shonen isnt exatly into thinking too much when watching anime. They just want "cool" and "epic" even if it makes no sense. There's people out there that honestly think that hot pile of shit that is Dbs is good...

The idea behind power levels in DB is that power level doesn't decide the match since they constantly change during battle. This is shown throughout the series as they use techniques to change and control the battle for example a lot of energy attacks are in fact stronger than the user themselves due to the way they control ki or the ssj "forms" which are just different ways of controlling ki as an ssj.

Hidding your power level, using techniques to increase it that'll puff since every characther has a max power level and its always the character with the highest max power level that wins. Energy attacks arent stronger their power level go up when they use energy attacks. You see it in the fight against Raditz. Only exception is the spirit bomb but since it only works if the target is weaker than the attack i'd say power level still matters. All the ss forms are all just power up that increase the character's max power level. Just cause characters say power level dont matter to me it always meant we're not using numbers anymore but its still the same shit. The author that publicly admit he forgets the mechanics of the universe he created and Db is inconsistent.

@@jw8628 Not true, sure it's the biggest factor but it doesn't decide anything. Buu beat Gohan despite him having a far greater power level. Raditz was defeated by both Goku and Piccolo. Zamasu was able to assist Black because he was immortal, Guldo almost killed both Gohan and Krillin despite both being stronger than him. Zeno could destroy all the GoDs despite him having no martial arts experience. Goku could only kill Buu after assistance from Vegeta and Hercule. Even in the ToP, there was a moment where Goku actually outsmarts Jiren and almost knocks him off using technique rather than power. Vegeta was first defeated when he was crushed by Gohan, not by someone powering up. The only real times Goku won due to raw power was against Frieza and Hit (as well as various fodder in the ToP). I may have missed some but DB has made it very clear that power isn't always the deciding factor.
