This is just Propaganda and they know that it is not legal to do. Israel does not currently recognize the jurisdiction of the International Criminal Court (ICC) and has not ratified the Rome Statute, which established the ICC. There's statements made publicly and privately which have been recorded on video where he admits this freely, there's a 2019 recording available on many platforms. There's also a paper trail that goes back 19 years to 2005 when he went into an agreement with Qatar to give them 30M per month and delivered by hand, by IDF soldiers. There's also the inconvenience of former Israeli prime ministers Ehud Olmert and Ehud Barak who addressed this issue literally this year and admitted this to be true.
