I first mentioned this back in 2019 thegardenmachi... but still seeing this issue occasionally in the workshop. Briggs & Stratton have modified the carb mounting bracket since by adding a slotted hole where the arm used to bind against it.
Problem is, the engine heats up, and thermal device pushes the choke fully off, and holds it off ready for a hot start. Trouble starts when the engine cools down and the thermal device backs away, the choke shaft gets stuck and stays in the off position. This makes it very difficult, if not impossible to restart the machine when cold.
To Fix it, you can do one of three things.
1: Change the bracket for the new modified one.
2: Bend the existing bracket out just very slightly from the top where it binds.
3: Nip a strip of emery cloth between the arm and the bracket and draw it through until it stops binding.
