What is great about CDO are the availability of cheap hotels that are very clean. The city also looks very neat. I have yet to really see what makes it great.

Water seeks its own level. That leak could be starting somewhere else and just finding the easiest route. You could try by sealing the concrete and joints with a rubberized sealant before painting over it. If it's a wall over a concrete layer you'll need a moisture barrier sheet. The sealant serves a similar purpose for smaller areas (since it's more expensive than a moisture barrier sheet). Since you've painted your walls you may have been able to put some small amount of dye to trace a leak where you suspect that it starts. I suggest you do find how to seal that before you proceed as that may be some source of extensive and expensive damage when heavy rains and typhoon arrive.
