Arteta has been copying Pep’s tactics for the past 2-3years (inverted fullbacks with Zinchenko at Arsenal, no striker with Havertz and G.Jesus, sweeper Keeper with Raya). As for Pep copying Crujff he was heavily influenced because he played his best days under him similar to how Carlo played part of his best days under Sacchi. When Pep was managing Barcelona the style of play was similar to Crujff’s dream team but it was slightly different he used Koeman as a sweeper from time to time, switched Laudrup and Romario as strikers, etc Arteta won’t succeed unless he does his own thing similar to what Ancelotti did when was at Parma tried to implement Sacchi’s tatics & sold G.Zola and refused to buy Baggio then learnt his ways at Juventus and AC Milan
