Steal works in a combination of luck + character level vs the enemy level. Goofy is by far the best thief but only when you use her with luck up + that accessory in mideel that boost luck. Even then, steal chances are rather low. You can get the key to sector 5 in the spot you found the lunar harp and you can get an accessory to boost steal in the weapons shop there (very expensive tho). It's great that the game gives you options to increase the success rate, but I hate that it's tied to enemy Lvl as well. By the time you get to a high enough level that stealing from enemies is easier, you already outrank whatever you were trying to steal.

But at this point barely ANYTHING is worth using the steal command unless you USE Steal as well to go with Knights of the round and steal as well requires to kill Carry armor first.

Too easy KoTR 1 shots all required bosses Carry armor onwards as soon as you USE it on Carry armor AT LV 60 I normally still won't fight the first DISC 2 BOSS WITHOUT Cloud Cid Barret AT lv 55 to lv 60 WITH 9999 HP 999 MP each by NOW.
