I mean, you can form it without Intrigue if you use Royal Marriages to eventually get yourself or your primary heir as the heir of England. Of course, that would be an incredible long shot without intrigue, so it's probably not a good idea to forsake intrigue entirely

I’ve seen armies bug between capturing and rejoining the rest of its detachment, I’ve seen battles lost where the involvement of an ai controlled unit joining a tile away would have been the difference between victory, I’ve seen armies March randomly across the map trying to decide if it wanted to try to take a county or if it wanted to defend. CK4 needs better army ai xD
