Actually Tobirama was always stronger than Madara at any point of time when they both were alive. Madara only managed to beat Tobirama because he had the sage mode of Hashirama, Hashirama cells, one Rinegan + he was revived while Tobirama had just one arm and was still in edo tensei state. Back then I thought EMS Madara was at least stronger because of the perfect Susano but not true, Tobirama can easily creat paper bombs that are stronger than the ten tails bombs. It would wreck Madara‘s Susano in pieces. I mean Tobirama is so damn strong that he even managed to react to Madara’s counter attack after Tobirama tried to stab him in the war arc.
