My guess as to why there are so many Gen 1 Pokemon with ugly green shinies is because it's the same shade of green they would have appeared as on an original Gameboy.

I think Chewtle's supposed to look like Raphael in its shiny. Also I happen to think Poliwrath's shiny looks good.
